1. Nature of the Service
Columbia People Search is a private reference that describes Howard County and Maryland records, court indexes, directories, and lookup portals. It hosts no government files and has no affiliation with a public agency, court, Columbia Association, or records custodian.
2. Acceptable Use
Use must remain lawful. Neither the service nor information reached through it may be used to:
- Stalk, harass, intimidate, threaten, or harm any person
- Locate a person protected by a restraining or protective order
- Commit identity theft or fraud
- Make FCRA-regulated decisions (credit, employment, tenant, insurance)
- Scrape, copy, or republish the site's content at scale
- Interfere with the site's operation or security
3. No Consumer Reports
Columbia People Search is not a consumer reporting agency under the Fair Credit Reporting Act, 15 U.S.C. ยง 1681 et seq. Neither its content nor results from a linked search tool are consumer reports. They cannot be used for credit, employment, housing, insurance, or another eligibility purpose regulated by the FCRA.
4. External Services
Government portals, sponsored tools, and other linked services set their own terms and privacy rules. Their content, access, prices, and data practices are outside our control.
5. Warranty Disclaimer
The service is provided "as is" and "as available" without express or implied warranties. No promise is made that content is accurate, complete, or current, or that a linked portal will remain available or return a correct match.
6. Liability Limits
To the fullest extent the law allows, we are not liable for direct, indirect, incidental, consequential, or special harm arising from use of the service or a linked resource, including reliance on a located record.
7. Indemnity
You agree to defend and hold the operators harmless from claims or demands, including reasonable attorney fees, caused by misuse of the service or violation of these terms.
8. Site Ownership
Copyright protects the original text, design, logo, and layout. Links and short attributed quotations are allowed, but full pages and systematic copies may not be republished.
9. Revised Terms
A new version may be posted here at any time. Continued use after posting indicates acceptance of the revision.
10. Access Restrictions
Access may be blocked or limited without notice when a user abuses the service or breaks these terms.
11. Maryland Law
Maryland law governs these terms without regard to conflict-of-law principles. Government record access described by the service is subject where applicable to the Maryland Public Information Act, Md. Code, General Provisions Title 4, and to more specific court, voter, and vital-record rules.
12. Severability
If one provision cannot be enforced, all remaining provisions stay effective.
